All ships need at least one crew member aboard to run them. Crew get killed in combat, and if they all die then the ship is captured (if it hasn't blown up first). So a full complement of crew makes this less likely, but otherwise has no effect on the game.

If a ship is boarded, the crew may turn traitor or be killed. In the default setup, the following races' crews turn traitor when captured:

Orions - 100% Fed - 90% Colonial - 70% Empire - 40%

If there are no traitorous crew to man the captured ship, 10 crew will be created from the boarding party.

Ships whose crew has been depleted by combat or boarding can get fresh crew at a starbase.

In PHost4 and later, ship crews have an experience level, which affects a number of gameplay issues.
